It does a little more than that, actually. It also gives the Power Suit the Giant Shoulders of Doom that were introduced in Metroid II, as well as some other bits of extra armor plating; compare the equipment menu images of the suit without the Varia active (http://images2.wikia.nocookie.net/__cb20100310023613/metroid/images/5/58/Power_suit_menu.jpg) and with it on (http://images.wikia.com/metroid/images/8/8e/Varia_suit_menu.jpg).
