I'm going through Red Alert 1 now, and so far it's very similar in tone to Tiberian Dawn and takes itself quite seriously... the difference is that in the original C&C, the mission briefing FMVs were fairly simple, mostly with just one actor talking to you across a desk. In Red Alert, they made them a lot more elaborate, with whole briefing/situation room scenes and the actors putting on ridiculous attempts at European accents - from there, I think they quickly realized how accidentally camp it was and really held on to that for the rest of the series.
